When “No Limitations” Is the Biggest Warning

Two floating cranes, 20,000 MT/day and a 60-metre air-draft restriction: what a Master's questions reveal about safe bulk cargo operations

A bulk carrier is preparing to load cement clinker at a Chinese port.

The agent's operational update looks reassuring:

Two floating cranes.
Approximately 20,000 MT/day.
60-metre air-draft restriction.
No limitations.

At first glance, there appears to be little to worry about.

But an experienced Master knows that the most dangerous words in an operational briefing can sometimes be:

“No limitations.”

Because every cargo operation has limitations.

The real question is whether they have been identified before the first grab enters the hold—or discovered during the operation.

 

The Four Answers That Need More Questions

Consider what the agent has actually provided.

This is not criticism of the agent.

It is simply the difference between receiving information and managing an operation.

A Master does not merely ask:

“What is the loading rate?”

The better question is:

“What does that loading rate mean for my ship?”

 

Two Floating Cranes: Productivity Has a Price

Two floating cranes can significantly improve cargo productivity.

But they also introduce another layer of operational complexity.

Imagine one crane loading a forward hold while the second crane works in an after hold.

Cargo is entering the vessel at two locations simultaneously.

The ship's condition is changing continuously.

At the same time:

  • ballast may be transferred;
  • drafts are changing;
  • trim is changing;
  • shear forces are changing;
  • bending moments are changing;
  • the vessel may develop a list;
  • floating cranes may move with wind, current or swell.

The operation is therefore no longer simply:

Crane → Cargo → Hold.

It becomes:

Crane + Cargo + Stability + Structure + Ballast + Moorings + Weather + Communication.

That is why the loading sequence must be agreed before cargo operations commence.

Two cranes should increase productivity—not reduce control.

The Chief Officer should have a clear loading sequence and continuously verify the vessel's condition against the approved loading plan.

 

The 20,000 MT/day Question

Perhaps the most important unanswered question is hidden inside one short sentence:

“Around 20,000 MT/day weather allowed.”

Twenty thousand tonnes per day sounds precise.

It isn't.

Is this:

20,000 MT/day combined?

Or:

20,000 MT/day per crane?

The difference is enormous.

If 20,000 MT/day is the combined rate, the average is approximately:

833 MT/hour for the operation.

With two cranes, that would broadly equate to:

417 MT/hour per crane.

But if 20,000 MT/day is per crane, the theoretical combined rate becomes:

40,000 MT/day.

That changes the operational picture completely.

The loading rate affects much more than the vessel's ETA for completion.

It affects:

  • frequency of loading stages;
  • ballast requirements;
  • structural loading;
  • stability management;
  • trim;
  • mooring loads;
  • crew workload;
  • dust exposure;
  • hatch operations;
  • terminal coordination.

Practical takeaway

Never allow a daily productivity figure to remain ambiguous.

Ask for:

MT/hour/crane + total MT/hour + expected interruptions + actual loading sequence.

 

The 60-Metre Air-Draft Restriction

Another apparently simple statement deserves careful examination:

Air draft restriction: 60 m.

Air draft is the vertical distance between the waterline and the highest fixed point of the vessel.

But the vessel's air draft is not necessarily constant.

It changes with:

  • draft;
  • trim;
  • list;
  • loading condition;
  • water level/tide.

Therefore, the Master needs more than the number 60 m.

He needs to know:

60 m measured from where?

Is the restriction related to:

  • a bridge?
  • overhead cable?
  • loading infrastructure?
  • crane structure?
  • another obstruction?

And what reference level is being used?

Practical takeaway

A restriction without a reference point is incomplete information.

Before arrival, verify the vessel's expected air draft and the actual clearance available throughout the relevant approach and port operation.

 

Cement Clinker: Simple Cargo, Demanding Operation

Cement clinker is generally considered a straightforward bulk cargo from a cargo-hazard perspective.

But "straightforward" should never be confused with "risk-free."

The practical risks during loading can be significant.

1. Dust

Grab loading can generate substantial dust.

Dust can reach:

  • accommodation;
  • bridge areas;
  • ventilation systems;
  • deck machinery;
  • electrical equipment;
  • hatch machinery.

The solution is not complicated.

It is discipline.

Protect vulnerable equipment.

Control access.

Use appropriate PPE.

Manage ventilation appropriately.

And prevent unnecessary crew exposure.

 

2. Rain

This is another area where the words “weather permitting” need to be converted into an actual operating procedure.

Rain should not become a debate between the ship and terminal.

The ship/shore team should already know:

When does loading stop?

Who orders the stop?

How are grabs secured?

Which hatches are closed?

When can loading resume?

A few minutes of operational delay can be inconvenient.

Wet cargo and subsequent disputes can become a much bigger problem.

Weather criteria should be agreed before bad weather arrives—not during it.

 

3. Tank-Top and Structural Loading

This is where cargo operations become naval architecture in practice.

Clinker is relatively dense.

A large quantity of cargo can therefore create substantial loading on the tank top/inner bottom.

The danger is not necessarily the total cargo weight.

The danger can be where and how that weight is applied.

A grab dropping a concentrated quantity repeatedly into one location is very different from properly distributing the cargo.

The Master and Chief Officer should therefore ensure:

  • permissible tank-top loading is respected;
  • cargo is distributed according to the loading plan;
  • excessive cargo piles are avoided;
  • grabs do not impact the structure;
  • the loading sequence is followed.

Cargo distribution is a structural issue, not merely a cargo-handling issue.

 

Stability: The Ship Is Always Telling You Something

During loading, the vessel is never in exactly the same condition for very long.

Every grab changes the ship.

Every ballast transfer changes the ship.

Every hold completed changes the ship.

Every crane moved to another hold changes the operation.

That is why the loading computer should not be treated as a document prepared at the beginning of the operation and then forgotten.

It is a decision-support tool throughout the operation.

The Commercial Cost of Poor Planning

This is where operational discipline meets commercial management.

Suppose the loading operation is delayed because the terminal has not clearly established its weather procedure.

The consequences may extend beyond a few lost hours.

Depending on the charter-party and circumstances, poor operational coordination can contribute to:

  • delay;
  • laytime disputes;
  • demurrage exposure;
  • off-hire questions;
  • cargo claims;
  • damage claims;
  • additional bunker consumption;
  • port-cost increases;
  • schedule disruption;
  • commercial friction with Charterers.

And there is another cost that cannot easily be calculated:

Reputation.

A vessel known for disciplined cargo operations is an asset.

A vessel repeatedly involved in preventable operational disputes becomes a commercial concern.

 

The Master's Real Job Is Not to Make Loading Fast

It is to make loading predictable, controlled and safe.

That distinction matters.

A terminal may be focused on:

Tonnes per hour.

The Charterer may be focused on:

Cargo completion and schedule.

The Operator may be focused on:

Cost and vessel utilisation.

The Master must integrate all three while protecting:

People + Ship + Cargo + Environment + Commercial interests.

That is why good Masters ask questions that sometimes appear unnecessary.

Until something goes wrong.

Then everyone understands why the questions mattered.

 

A Practical Master's Pre-Loading Framework

Before starting cargo operations with floating cranes, ask five questions.

01 — WHAT?

What exactly are we loading?

Confirm:

  • cargo declaration;
  • cargo characteristics;
  • quantity;
  • applicable cargo requirements.

02 — HOW?

How will the cargo enter the ship?

Confirm:

  • number of cranes;
  • crane capacity;
  • grab capacity;
  • loading rate;
  • hatch allocation;
  • loading sequence;
  • trimming arrangements.

03 — HOW FAST?

How quickly can we safely load?

Do not confuse:

Maximum crane capability

with

safe ship loading rate.

The vessel's structural and stability limitations must govern.

04 — WHAT CAN STOP US?

Establish the stop-work criteria before operations begin.

Consider:

  • rain;
  • wind;
  • swell;
  • crane movement;
  • vessel movement;
  • mooring condition;
  • excessive list;
  • communication failure;
  • cargo contamination;
  • structural concerns.

05 — WHO DECIDES?

This is perhaps the most important question.

Who has authority to stop cargo operations?

The answer should never be unclear.

The Master must retain the authority to intervene when the safety of the vessel, crew or cargo is at risk.


What Each Department Should Take Away

Master

Do not accept vague operational information.

Convert it into clear operating parameters.

Own the loading plan.

Monitor cargo distribution, stability, structure, ballast and trim continuously.

🏗️ Technical Superintendent

Ensure the vessel's structural limitations and cargo-handling precautions are understood.

Understand that a few tonnes per hour gained may not justify a significantly higher operational risk.

📑 Chartering Team

Clarify loading-rate assumptions and operational responsibilities early, particularly where delays could create commercial disputes.

Provide specific operational information rather than broad statements such as “no limitations.”

Learn to ask:

“What does this information mean for the ship?”

That question is the beginning of professional judgement.

 

The Bigger Lesson

A ship rarely gets into trouble because someone did not have any information.

More often, trouble begins because someone accepted incomplete information as complete information.

“60 metres” is information.

“No limitations” is information.

But professional seamanship begins when someone asks:

“Please clarify.”

That is not bureaucracy.

That is risk management.
